Crooked and incompetent. Luckily judges are aware he is biased and not-so-smart, so whatever he recommends will be thrown out. But that doesn't get your money or time back.

He's in a wheelchair because he fell off a cliff. You can feel bad for him, but then you can connect the dots. It seems that either the fall caused him to lose his smarts, or his lack of smarts resulted in falling off a cliff. Either way.....somethin ain't right.
